Salvation Army Major Brian Watters has 25 years of experience in drug rehabilitation at the Salvation Army. He was the Chairman of the Australian National Council on Drugs which was an advisory body to the Howard government and until recently held a voting position on the International Narcotics Control Board of the United Nations.
